Having a company (IBC) incorporated in for example Seychelles or British Virgin Islands would do perfect as a private - public distribution of shares. Those company comes incorporated with the option to sell shares. This can work in two different ways.
a) Find a private marketplace that allows you to list your company. Give as much info and as much transparency about your company as possible in order to attract investors to purchase your shares. b) Post about your company on different forums, tell people the bid/offer price and see if you can get a private marketplace going for your company. Both are hard, and especially the credibility is hard for people. The shares will be worth zero if people feel your company is trying to scam. On the other hand if your company is somehow recognized enough in your geographical region it will be a valuable trading goods to start selling to people. It would be interesting to see in the long run if the people among themselves in the "area" are starting to charge more for the shares or less. Nevertheless its a great way to attract more investors without having to pay huge sums for public listing.
