Default Barclays on the Seychelles
Barclays should be a good place to choose a bank because they offer good credit cards, even with low cash in the bank. I think they offer the cards at anything above 10.000$ and with a history of 3 months only.

Barclays is furthermore a world wide bank, spanning across multiple regions in the world. A good solution for offshore banking, can be a best choice for clients.
