Banks in China?

From my experience banks in China seems to offer some very interesting opportunities to people that we are not used to in the western world.

First of all, many of the banks in China offers on the fly debit cards, loadable and no name cards, even from mayor banks as bank of China.

I have an ATM account with Chinabank before. I don't live in China but this bank is available in the place where I lived. I only had that ATM for quite a few months. I don't really know what happened because the ATM was not functioning anymore so I had to withdraw all the money and close the account.

Could it be that the banks has closed for foreign ATM redraws because they don´t want to let the RMBs leave chinese jurisdiction?

A colleague of mine sets up accounts at Standard Chartered Bank in Hong Kong for those who purchase an offshore structure through his firm. Standard Chartered Bank is one of the safest banks in the world. If I was going to open a bank account in China I would choose this bank because of its safety.
