Michael Farr, president and chief investment officer at Farr Miller & Washington, tells Andrew O'Day investors do not even know the rules Washington will put in place by which we are to play on the field. "We have to know where taxes are going to go. We have to know what health care is going to cost. And we have to know if there are costs that are going to be associated with financial services reform. Until we know what those numbers are going to be, we can't make solid decisions." That's why Farr says Wall Street's gains are weak relative to earnings growth.
