Maybe adex not sent yet or maybe he use fake information when register paypal or he not have enough document to sent to paypal. Anything can happen. About moneybooker, i also not understand. Did you have problem with MB, adex?

well the first thing paypal checks is the IP adress, some people in their countries paypal isnt supported so they use other countries to sign up and once paypal staff verifie the Ip adress they catch you and the account is immediatly limited !

Are you sure paypal checks for IPs? Do you state that from your personal experience? I've heard that many have successfully created and operated paypal accounts in any country.
I think your condition (PP limiting accounts) would be limited to only a few countries like US, UK etc. Then again, Paypal is international. It would be serious trouble if you're unable to open or create a paypal in another country.

yes that happened for me and im not talking crap you know ! i had an indian account, and a man spammed on me for 40$ i opened a dispute and once i got the money back they limited my account ! i asked why they said cause of my IP adress ! and that´s it
