I dont agree with that, i dont know where that piece of news was published but especially if its somewhere famous.
You dont go buy stocks when their value is increasing or oncreased, because all people will do that, you buy something that is going down, because on the long term it will go up, so be patient and earn more, but stocks that are going up now will go down when you try to sell.

Maybe he was suggesting that the price of the stock has not really its real valuation, so that is why he suggest that.

But you are right on that one should buy stocks when price are rock bottom and have the patientence to hold them as long as it is necessary. Problem is, when is that going to happend?

It has already started rising with good values as said in the article. I dont know the real estimation but as you mentioned, if its yet to reach them, then you can buy.
