Man I recommand upgrading your account to a premium or business account, they have many advantages unlike personal ones. No fees to upgrade.

I recommend you to not upgrade. They charge you with a fee to upgrade. Personal accounts are really helpful and free.

Yes, Paypal's personal account has that feature. You usually get the money transferred into your account within 4 days. If you have a PublicBank debit card that bears a Visa Electron logo on it, it would be recommended. It is a very reliable debit card. It works on internet and it works in any ATM worldwide that has (Visa Electron) logo on it.

The only difference of this card from Credit Card is that, the money on the card is your own. That means if you put $200 on it, you can only use up to $200. Charging the card $201 will give error. Other than that it functions exactly like credit card.

Annual fee for the card is RM24.00 (about USD7.00). You can also link it to your bank account so that you can reload it using internet banking. Now that I can receive paypal funds in my debit card, the extra money I can simply transfer to my bank account using the internet banking facility offered by Public Bank.

Sorry. I was in a hurry perviously. Couldn't quiet fit in the questions.

Well, if you're doing big business, it's always better you upgrade to premier or business account. There have been regrets in the case of upgradation in a few cases, mainly because ordinary transactions (recieving payments) cost you a much higher fee in an upgraded account compared to a personal account.

You can get an idea of the fee structure from here: https://www.paypal.com/us/cgi-bin/we...y-fees-outside

(@ part c of your question: )There is no fee to upgrade your account. Once you have upgraded your account, you will be charged the same fees as other Premier and Business accounts.

You can decide with the info below. You may/maynot want to upgrade once you see this:

With a Personal Account, you can:

Send money for free.
Receive money for free (non-credit-card payments only).
Upgrade to a Premier Account at any time.

With a Premier Account, you can:

Send money for free.
Receive any type of payment, including credit cards, for low fees.
Access an exclusive customer service hotline seven days a week.
Use special tools for sellers.
Apply for an ATM debit card, which you can use to either purchase items or services or to access money in your PayPal Account at any ATM.
Customizable Transaction History Logs
Mass Payment
Paypal Debit Card
PayPal Shops

With a Business Account, you can:

Use all the features of a Premier Account.
Do business under a corporate or group name.
Have multiple logins.

PayPal Business Accounts allow you to conduct transactions under a company or group name. Premier Accounts allow you to conduct transactions under your personal name. The fees and features for Premier and Business Accounts are the same. When you upgrade your account, all transaction records and history from your Personal Account will be retained.

Quote:
Go to the next level. Upgrade to a Business account so you can:
Accept credit card payments. Provide more payment options to increase your sales.
Improve your customers' experience. Use Website Payments Pro to make checkout more convenient.
Create a company account. Attach your business name and contact information to your upgraded account.
Get to more of your money. Lift the limits on how much you can withdraw from your PayPal account.
Give limited account access to your employees. Let trusted users securely get to your account.
Qualify for a PayPal Debit Card. Access your available PayPal account funds at ATMs worldwide.

If you wish to upgrade, use paypal's instructions for it: https://www.paypal.com/helpcenter/ma...447&isSrch=Yes
