Even Paypal recommends his clients to choose either a premium or business accounts.
I have a Personal Account and I have successfully uploaded a bank account to it.

There is no need to upgrade to add a bank account.

The restriction lies with the countries. Certain countries' banks have not been linked with Paypal yet. Give Paypal time, it's becoming international slowly.

Actually, I dont think its paypal's fault. Some bank have restrict policies dealing with Online Money Agents. Some of them have wierd restrictions of transactions classifications. Like gaming classifications. Some banks restrict dealing with that.
So paypal doesnt link with them to protect the client from not being able to fund or withdraw money from his accounts.
They deal only with banks that they are sure wil be fully functioning with thier system and features to prevent any inconvienience.
And that takes alot of time to process

So you should upgrade your Paypal accont to either Premium or Business.
we're allowed to have each account of personal, premier and business as far as i'm concern. too bad if one of the account is having a problem, the other 2 will be getting an alert too. however there's always a solution for the limitation. just try to be careful on the transaction, everything will be fine

Just use different IPs to log into your different accounts. As long as tehre's no spontaneous match of IPs when you log in, it's fine. I know many people who hold multiple accounts in Paypal and still haven't gotten their accounts frozen. Only thing is, you'll need one CC each to verify your account.

From algeria, you can only receive funds, but you won't be able to upload any funds...

You can check your country here:
