Paypal's "Payment owed" personal payment
By using "Payment Owed" mode in paypal: - you eliminate the fees i.e. seller gets the full amount without deductions: this is the best part
- you forfeit your buyer's protection i.e. you cannot force a refund or file a dispute: the bad news
- your confirmed address will be sent to the buyer (doesn't supports buyer anonymity) even though it's a personal payment (fees for services, items etc).
Basically, PayPal has found a solution for sellers to scam buyers. As far as possible, do not opt for this mode of payment as it will leave both the buyer and PayPal helpless if you do not receive your goods/services.
Unless the other party is personally know to you, do not opt for this method. It's a favorite among PP e-currency exchange scammers and dishonest online merchants.

Answer :
The payment types for a purchase are:
* Services: to pay for things like your internet service.
* Goods: to pay for non-eBay goods.
* eBay Items: to pay for your eBay purchases.
The payment types for a personal payment are:
* Gift: to send money as a gift, like for a birthday.
* Payment Owed: to pay your friend back for your share of a dinner bill, or other item that your friend paid for you.
* Living Expense: to pay for things like rent or utilities.
* Other: for other reasons that are not a purchase of good or services.

Some countries, like India, cannot make/accept personal payments because of the Income Tax and RBI issues.
