I have a debit card linked to my paypal account which has money on it, but the debit card has no money on it and is not from a bank so there is no bank account linked anywhere. Can I spend money still with my debit card and just have it deduct from the paypal account?

Yes, its possible. Paypal allows customers in 26 countries to withdraw into their DCs as long as its Visa. I think India is in the list and the fees is $5 per transaction, but i'm not very sure. US, UK and Canada had this feature for years now.
