They are virtual credit cards. Only few banks can issue them. I heard one is from US and the other in India. But online vendors sell them (at high rates) for purpose of verification and online shopping. I had bought mine from sellvcc.com, but i don't recommend that site anymore. Be careful to buy it from trusted traders online, and if possible via paypal (this is rare though). VCC scams have increased in the past few years.

If you cant get a VCC, you can just use your Credit card or certain Debit cards that are allowed.
