WHY paypay not accept credit card? - e-currency

I have a bussiness account on paypay.already added my website to website list. but I can't use credit card to pay.I don't the reason.somebody please help me out. thank you. The warning says :1049 The Recipient does not accept

because they have their own credit card, or probably for some security reasons.

Its probably because the recipient's account is a personal account. He needs to upgrade to Paypal Business account to be able to accept CC. On the other hand, you can accept CC from anyone, even from people who don't own a paypal account.
