How long does it take to receive money through paypal?

I was just curious to know if you used paypal to send money (like western union) from your bank account to their, friend or family, bank account how long would it take for them to have access to those funds. I know it takes 2-3 business days to receive funds that you have withdrawn from paypal. I am curious if the money transfer process takes the same amount of time.
