i guess back then, if you are unverified, you won't be able to receive they payment. i mean, the payment will be pending till you've verified your paypal. This has occurred to me once, a year or two ago ..

but now, im able to receive and sending money without verifying my account.. but of course there is a limit to that .. $200 .. but i just verified my paypal today

i really think it really depends on the country you are from. if you are from the philippines just like me you can't really accept payments and send payments if you have not verified your account and so in your country you are really able to do that. i think paypal has different rules that apply to each country.

Paypal is certainly depends on which country you are living as I am in Pakistan and we are having so many difficulties on internet by not having Paypal in Pakistan. I hope in 2008 we get Paypal for Pakistan.

AT present only 190 countries have paypal. Paypal continues to widen its horizen, but it might take time. It's goood its as close to international as possible.

If account activity increases, paypal gets more money, so why does it keep blocking accounts? Anyone know?

I don't know. I think its dangerous to question paypal about illegal stuff that the TOS doesn't agree with. If your account is frozen, they don't offer any explaination.
