You cant merge two account, especially since its against the TOS of paypal to hold more than 1 personal account.
On the other hand, you'll have to lift the limits of your unverified account and transfer the funds to your verified account and get the second account deleted (if needed).

id62000 is absolutely correct, I ran into this issue about a year ago and had to have one my accounts deleted and then set up the remaining account to be linked to all of my email addresses. There is no way around this one.

Actually mandiees, there is a way around this. There is one thing that you can do which I think is pretty good. You could upgrade the account that you don't use to a premier account and then, you are done. You can just not use the premier one, and stick to the other.

You would just end up with 2 verified accounts.
Well, either way, looks like your unverified account has to get verified.

Yes, they would end up with 2 verified ones, but at least this way they dont have the risk of having their accounts deleted.

I don't think PayPal allows merging... In fact, you might get in trouble if they find out you have been using two personal accounts with them.

According to PayPal rules you cannot have two personal accounts. You may have one personal account and a premier or a business account.

You will have to verify the other one so you can withdraw your funds there.

I don't think there are any ways wherein you can merge both of your accounts.
