So i can make and account claimimng i am in one of these countries and request the card then use it anywhere, the only problem will be how will it be mailed to me, right?

You'll have problem with the verification your address when they ask you for the documents. Using a VCC isn't enough. You'll have to have an address of residence in one of the given countries.

ofcourse, even if not for verification but for the mailing process, I do have an address there, so its possible you say?

Is it a real address or just a po box? They do not mail to po box

Seriously, if you did not sign up for a paypal account in the states (but in some other countries) with that relative address of yours and you do not have a proof that you live in the address of the relative of your (like id card, drivig license, etc), no way you will get the card, seriously.

But if you do fit the bill, mostly likely you will get the card

Anyway, why do you try applying and let us know about it?

Actually I do have that address, a relative of mine is living there, but the place he is living in is not registered to his name, but i can get a utility bill or driving license with the address, will that work?

If that address is registered to you, i don't see where you are not eligible to apply for the card. Please tell us the good news if you managed to get the card

Please read the post you quoted carefully, THE ADDRESS IS NOT REGISTERED TO MY NAME that is the whole problem

I have used the Paypal debit card for awhile and it works great. I would advise everyone to give it a try. I really like it alot.
