You are looking at the wholesale companies that produces the cards for Visa and Mastercard and are basically technology companies providing all the facilities to distribute credit/debit cards. Look on FIS or for a full list look on The International Card Manufacturers Association (ICMA)

Its not a cheap business to venture in to. You are looking at a minimum investment of 250.000 USD to get started printing your own cards, and handling all the licenses, training, due dilligence, compliance and the numerous other small aspects in the business.
