I think so too. You'll have to create a ggepay account and deposit money into it via different payment processors or by CC/DC. It accepts deposits via Paypal, e-gold, LR etc. And you can get the money sent to you via their DC.
Besides an exchanging service (
Ggepay), they are also processing payments.
