Obviously, if someone offers to create a virtual bank without having any knowledge of your identity via some other means (bank accounts are best, as CCs can be VCCs with fake info), they're scam. Whatever you wire, upload or send them, they're going to eat it up.
You would have noticed that getting verified is important when dealing with accounting of money (if not, like e-gold, LR, you'll have lots of trouble with the FEDs when they get to know of it), and of all verification procedures (scanning of documents, VCCs, etc etc etc), using a non-virtual Bank accounts is the best.
But like you can see, this one doesn't need that.
