It is open for anyone to apply for this account. But to fund it, you must either have a us bank account in a usa bank or a credit/card card. (Withdrawal on the other hand can be done through the visa card they issue you or through a us bank account in a usa bank). If you ask me, it is rather useless unless you have a us bank account in a usa bank as you can do almost the same thing with paypal unless you need to withdraw immediately and dunno mind paying the transcation fees for that
