There are a few sites that do allow Paypay withdrawals. But they're nowhere near popular as Paypal. You can see their services and Vision here:

In fact, from what i see (from the above quotes), Paypal has more services than paypal has. Also they're sure to have a better customer care service than Paypal's jerks.
