All the info i recieved is that now paypal restircted that kind of transactions, but i think iof it happens between 2 members then they might not even notice it

I read it in an article in different website.
Well two accounts can exchange money but Paypal do their own investigations, and with one way or an other they will find if you are doing some illegal activities, and you will get the "limited" status.
